If you buy, rent or take over commercial premises in Barcelona or elsewhere in Catalonia, changing the municipal activity holder or putting the electricity and gas contracts in your name is not enough. Registered industrial safety installations may have their own records, and the holder of each relevant installation may also need to be updated.
There is no single RITSIC change of holder that automatically covers an entire restaurant, shop, workshop, warehouse or industrial unit. You must identify the installations on the premises and compare their records with what is physically present. The correct action may be a change of holder, a correction of non-substantial data or the legalisation of a technical modification.
Business activity, supply contracts and installation records are separate
A municipal change of activity holder and an update to industrial installation records are different procedures. One establishment can have separate files for low-voltage electricity, gas, refrigeration, fire protection, pressure equipment or high voltage. Canal Empresa, the Generalitat de Catalunya’s business portal, organises procedures by installation type and provides a change-of-holder route for several categories. Each applicable installation must therefore be checked separately rather than treated as one record for the whole premises. [1]
Changing the name on an electricity bill is also a separate matter. The supply contract governs the relationship with the retailer and distributor, whereas the installation is updated through the applicable industrial safety procedure. A new name on an energy contract does not, by itself, prove that the registered installation holder has changed. [1] [7]
RITSIC should not be confused with RASIC. RITSIC concerns industrial safety installations, while RASIC covers industrial safety agents, including authorised installation companies and inspection bodies. Official information confirms that these companies and bodies must be registered in RASIC; this does not make RASIC the register for the installations in your premises. [6]
- Municipal activity: the authorisation or notification for operating the business before the relevant council.
- RITSIC: the register containing details of industrial safety installations in Catalonia.
- Energy supply contract: the contractual relationship with the electricity or gas supplier.
- RASIC: the register for industrial safety agents rather than the installations themselves.
Which installations and documents should you identify?
Begin with a physical survey of the premises. Look for electrical distribution boards, the declared electrical capacity, heating and air-conditioning plant, gas systems, cold rooms, fixed fire protection systems, compressors, boilers, pressure vessels, solar panels and petroleum storage equipment. Larger or specialist premises may also contain high-voltage infrastructure or chemical storage. Do not assume that auxiliary equipment is covered by the main electrical file.
For each installation, ask the seller, landlord or outgoing operator for its registration certificate and identifying number or code. Where available, also collect the project or technical memorandum, installation and completion certificates, inspection reports, maintenance records, logbooks and documents for later alterations. This is a due-diligence checklist, not a universal list of documents required for every change of holder.
- Low-voltage electricity: certificate, registration number, declared capacity and records of distribution-board alterations.
- Heating and cooling systems: available certificate, technical memorandum or project, plus details of generators and capacity.
- Refrigeration: installation code, location, refrigerant, equipment details and available logbook.
- Gas and fire protection: registration details, certificates and an accurate list of the systems currently installed.
- Pressure equipment: installation code and the associated schedule of equipment; the official procedure treats the installation as the relevant unit, not every item separately.
Change of holder, data correction or technical modification?
A straightforward change of holder may be appropriate when the installation remains in the same location and its technical configuration still matches the registered file. Refrigeration installations illustrate the distinction: official guidance differentiates a change of name at the same location from a transfer to another location, which is treated as a new installation and must be legalised accordingly. The current procedure for the relevant installation category should always be checked before acting. [5]
Compare the documents with the actual premises before submitting anything. A replacement electrical board, changed capacity, additional machinery, different refrigerant, new thermal generators, extra pressure equipment or altered fire protection may mean that more than a name has changed. The applicable rules and procedure will determine whether a technical memorandum, project, certificate or inspection is required; this cannot be decided solely from the commercial transfer agreement.
A clerical correction is not necessarily a change of holder or a technical modification. Since 11 May 2026, the Generalitat has provided a specific form for correcting certain non-substantial data and errors in low-voltage installation records, including specified holder and address details. Forms and administrative routes can change, so confirm the current option on Canal Empresa before submitting the file. [8]
- Only the responsible person or company changes: check the official change-of-holder route.
- The register contains a minor error: determine whether a data-correction procedure is available.
- The physical installation has changed: assess whether the alteration must be documented and legalised.
- Equipment has moved to another address: verify whether it is treated as a new installation.
Practical steps for updating the installations
After preparing the inventory, open the relevant Canal Empresa procedure for every installation. Pressure equipment is one example of why the administrative unit matters: its change of holder is completed per installation rather than through a separate declaration for every individual item, and evidence of the transfer of ownership or responsibility must be available. Conversely, this does not allow all unrelated systems in the premises to be combined into one application. [1]
The documents should then be compared with the location, current holder, use, capacity, equipment and protection systems on site. Also check available periodic inspection reports, outstanding defects and maintenance information. A maintenance invoice may be useful evidence of servicing, but it is not a substitute for an installation registration certificate.
If the certificate is missing, do not assume that the entire installation must immediately be legalised again. The Generalitat provides a duplicate procedure with different routes according to the original date: for installations legalised before 6 November 2014, the request concerns the technical documentation; for those registered from that date, it concerns a duplicate RITSIC registration certificate. Consult the official page for the current scope, form and supporting documents. [4]
- Create an inventory of every industrial installation in the premises.
- Request certificates, registration codes, inspection records and alteration documents from the outgoing holder.
- Compare each file with the equipment and systems actually present.
- Separate changes of holder, non-substantial corrections and unregistered technical alterations.
- Use the specific Canal Empresa procedure for each applicable installation or administrative file and retain submission receipts, payment records, certificates and replies to anyen.
Costs, timescales and checks before signing
There is no reliable single price or standard completion time for a RITSIC change of holder. The cost may comprise an official fee where the current procedure imposes one, plus an inspection, work by an authorised installation company or technical services if discrepancies or alterations must be assessed. Fees, forms, supporting documents and processing arrangements may change. Check the relevant Canal Empresa page before budgeting or committing to a completion date.
Before signing a purchase, lease or business-transfer agreement, record which installations are included, who currently appears as their holder and which documents are being handed over. Identify overdue inspections, unresolved defects, removed equipment still shown in the file and new equipment that has not been registered. If complete verification is not possible before signing, the agreement should at least allocate responsibility for obtaining documents and resolving outstanding matters.
Coordinate the installation updates with, but keep them separate from, the municipal activity transfer, utility accounts and maintenance contracts. Solar self-consumption may also involve additional electrical and administrative records. This early separation helps avoid the common mistake of completing the business or energy-contract change while leaving industrial installation records under the former operator’s name.
- Do not accept electricity, gas or maintenance bills as the only evidence of registration.
- Check the available periodic inspections and whether recorded defects remain unresolved.
- Ask for the identifying number of every installation before the former holder becomes difficult to contact.
- List installations and documents in an annex to the lease, sale or transfer agreement where appropriate.
- Verify official fees, forms and requirements on Canal Empresa at the time of application.
Frequently asked questions
Can I change the holder if I do not have the RITSIC certificate?
First try to recover the record through the Generalitat’s duplicate procedure. The route differs depending on whether the installation was legalised before 6 November 2014 or registered from that date. Ask the previous holder for the installation number and all available technical and inspection documents. Missing paperwork does not automatically prove that the installation was never registered.
Is a separate application required for every installation in the premises?
Each installation file must generally be reviewed under its own category and procedure; there is no single application that updates every system in an establishment. The relevant administrative unit can vary. For example, a pressure-equipment change of holder is handled per installation rather than per individual item of equipment.
Is a technical project required for a RITSIC change of holder?
Not in every case, but no universal answer applies. If only the holder changes and the installation matches its registered details, follow the documents requested by the current procedure. If equipment, capacity, location or technical characteristics have changed, a professional assessment may be needed to determine whether a memorandum, project, certificate, inspection or modification procedure is required.
