Replacing a Boiler or Air-Conditioning System in Catalonia: When Must RITSIC Be Updated?

Engineer checking a heat pump and RITE documentation for a thermal installation in Barcelona

Replacing a boiler, an air-conditioning split unit or a heat pump does not automatically mean registering the entire installation again. It can, however, constitute an alteration under Spain’s Regulation on Thermal Installations in Buildings, known as RITE. Depending on the installation, you may need a technical report or project, an installation certificate and a responsible declaration to update its entry in Catalonia’s industrial safety register, the RITSIC.

The answer depends on the scope of the work, the total nominal thermal output, the number of generators, the energy source and the building’s use. Before accepting a quotation, separate two questions: which technical documents RITE requires, and whether the alteration must be entered in the RITSIC in Catalonia. The answers are not necessarily the same.

What counts as an alteration to a thermal installation?

RITE applies to thermal installations in new buildings and to the altered part of existing installations. Canal Empresa, the Generalitat de Catalunya’s business portal, treats several actions as alterations: adding or modifying subsystems, replacing a generator, increasing the number of generators, changing the energy source, incorporating renewable energy and changing a building’s intended use. Even replacing a generator with another having similar characteristics can qualify as an alteration. [3] [4]

Commercial descriptions such as “like-for-like replacement”, “equipment renewal” or “direct swap” do not determine the regulatory position. The Generalitat’s official FAQs expressly state that replacing a sealed boiler with a condensing boiler constitutes a change of generator. The assessment should also identify any changes to pipework, ductwork, ventilation, controls, domestic hot-water production or the evacuation of combustion products. [4] [8]

  • Replacement of a boiler, chiller, split unit or heat pump
  • Addition of further heating or air-conditioning units
  • Change from gas to electricity, aerothermal energy or another energy source
  • Addition of renewable energy to an existing installation
  • Thermal installation work associated with a change of use

When is a technical report sufficient, and when is a project required?

RITE uses the nominal thermal output for heat or cooling generation to determine the technical documentation. From 5 kW to 70 kW inclusive, a technical report, known in Spanish as a memoria técnica, may replace a full project. Above 70 kW, a project prepared and signed by a suitably qualified professional is required. Not needing a project does not necessarily mean that no report, certificate or administrative procedure is required. [3] [5]

Where several generators serve the installation, do not assess only the new unit. RITE requires the output of the generators needed to provide each service to be added together, with heat generation and cooling generation calculated separately. Use nominal thermal output rather than electrical input or the power shown on an electricity bill. The technical report must include the RITE compliance justification, equipment description, output calculation and relevant drawings or diagrams. [3] [5]

  • Record the nominal heating and cooling output of every relevant unit.
  • Identify which generators are needed to provide each service.
  • Calculate heat and cooling separately.
  • Establish whether the relevant total is 5–70 kW or above 70 kW.
  • Do not confuse electrical input with nominal thermal output.

Does replacing equipment always mean updating the RITSIC?

As a general RITE principle, commissioning a new or altered installation that is subject to a technical report or project involves registering the installation certificate with the applicable technical documentation and, where required, an initial inspection. Catalonia provides a specific responsible-declaration procedure for commissioning, alterations, changes of holder and decommissioning. Canal Empresa also states that the installation and maintenance company must give the holder a certificate before an extension or substantial alteration is put into service. [4] [6] [7]

RITE contains a registration exception for the replacement of certain generators up to 70 kW. It may apply when the change in output is no more than 25% and the installed generator does not exceed 70 kW. The holder must still retain the documents specified by RITE. There is also an official discrepancy to check: one current Canal Empresa page refers to registration thresholds of 20 kW for heating and more than 12 kW for cooling, while its FAQs retain a general reference beginning at 5 kW. These figures concern registration criteria, not simply the report-versus-project threshold. Verify the current procedure with Canal Empresa for the particular installation before carrying out or filing the alteration. [4] [6] [8]

  • Do not assume the exception applies merely because the new unit is similar.
  • Compare the old and new outputs using technical data.
  • Separate the RITE documentation requirement from RITSIC registration.
  • Check the current Catalan criteria where official pages show different thresholds.
  • Keep the complete technical file even if no register update is required.

Common replacement scenarios and the information needed

Replacing a gas boiler with a condensing model is a change of generator. To determine the documents and registration position, you still need the old and new outputs, the total installation output and details of any changes to the flue or combustion-product evacuation system. Replacing gas with an aerothermal heat pump also changes the energy source. In that case, the report or project must justify the adaptation of the generators, their performance and the relevant safety measures. [3] [8]

A split air-conditioning unit replaced by a similar model also requires comparison of its characteristics and thermal output. If several units are added to commercial premises, assess the generators collectively rather than treating each machine in isolation. Where air conditioning is altered as part of a change of use, the documentation must examine whether the existing installation is suitable for the new use. Separate municipal permission may also be needed for building work or equipment on a façade, courtyard or roof; this depends on the council, the property and any effect on common areas. [3] [4]

  • Similar boiler replacement: compare output, characteristics and every condition of the registration exception.
  • Split-unit replacement: check thermal output and the configuration of the full system.
  • Additional units: total the generators serving heating and cooling respectively.
  • Gas-to-heat-pump conversion: document the energy-source change and technical adaptation.
  • Change of use: review suitability for the new use and any associated activity or works procedures.

Documents and checks before accepting a quotation

Start by finding the existing technical report or project, installation certificate and RITSIC details. Obtain technical data sheets for both the removed and proposed equipment, then ask the installer to state the relevant total heating and cooling outputs. The quotation should say whether preparation of the technical report or project, the RITE installation certificate, testing and the RITSIC procedure are included. It should also identify who will file the responsible declaration and whether any administrative fee is included. [5] [7]

Forms, fees and administrative criteria may change, so confirm them on Canal Empresa rather than relying on an old quotation or registration. The available sources do not establish one universal processing time. Determine the documentation and filing route before the equipment is put into service. After completion, check that the installed models match the final documents and retain the report or project, certificate, equipment details, test records, operation and maintenance information and, where applicable, the RITSIC filing evidence or registration certificate. [6] [7]

  • Confirm that the installation company is appropriately authorised for the work in Catalonia.
  • List every existing and proposed heat or cooling generator.
  • Record the former and new energy sources.
  • Check whether pipes, ducts, ventilation, controls, façades, roofs or common areas are affected.
  • Obtain written confirmation of who prepares, signs and files each document before work begins.

Frequently asked questions

Does replacing a boiler always require a RITSIC update?

No. It is an alteration for RITE purposes, but the registration exception may apply to certain generator replacements up to 70 kW where the output variation is no more than 25% and the other conditions are met. Required documentation must still be retained. Check the current Catalan registration criteria on Canal Empresa for the specific installation.

Does an aerothermal heat pump require a technical project?

It depends on nominal thermal output and the combined generators serving the installation. From 5 to 70 kW inclusive, a technical report may be used; above 70 kW, a project is required. If the heat pump replaces another energy source, the documentation must also justify the technical adaptation, performance and relevant safety measures.

What should the installation company provide after the replacement?

Where applicable, the holder should receive the installation certificate and the corresponding technical report or project. The final file should also include equipment details, relevant diagrams, commissioning test records, operation and maintenance information and, where registration is required, evidence of the responsible declaration or the RITSIC registration certificate.
